The Official Statement of the Presidium of the Supreme Council of the Republic of Turkmenistan
The situation in Turkmenistan after the death of its leader Niyazov has revealed that the Russian government and a large part of the international community consuming the Turkmen gas have turned a blind eye to the coup taken place there on the 21st of December 2006. It is the day when Ovezgeldy Ataev, the Chairman of Parliament (the Medjlis) of Turkmenistan, was arrested. Noteworthy, the official statement of the president”s death was announced a day later. According to the Turkmen Constitution, Mr O. Ataev was to temporarily perform the duty of president until the next one is elected. The total control over the People”s Council (the Khalk Maslakhaty) has been a key factor in this power struggle for the junta, represented by some high-rank officers of the Committee of National Security (the former KGB).
It is not for the first time when the European countries together with Ukraine and Russia had been overlooking the unlawfulness of the Niyazov”s regime, its genocide against the free-thinking people, high unemployment, the steep rise of drug abuse within the country and the organized narcotic traffic abroad.
All these countries have shown their vested interest in stable supply of the Turkmen gas only, whereas the long-suffered Turkmen people and their human rights have been disregarded.
Gas has become the bane of Turkmenistan. It is more suitable to say that the pipelines are carrying the blood and sufferings of the Turkmen people rather than the gas itself. This blood in the Russian pipelines goes to Europe via Ukraine. Therefore, anyone consuming the Turkmen gas and ignoring the plight of the civil Turkmen population should have stained their hands in this blood. It is thought to be the “civilized Europe”, Ukraine with its new democracy and the Russian government.
All the repeated appeals and calls for economic and political sanctions against the oppressive regime from some Turkmen citizens and the political opposition addressed to the International community have been fruitless. The negative answer has been given that those measures to put pressure on the Turkmen government can be to the detriment of the Turkmen people. As the result of the excuses of the European countries, UN and OSCE, the Turkmen people are on the verge of starvation because of the crumbling economy. It is maintained only by the sought-after gas, which is eagerly imported by Europe, Russia and Ukraine.
The recent recognition of the Turkmen junta by the Russian government proved once more that the official Russia headed by the President V. Putin does not care about the Russians and Turkmens living in Turkmenistan.
If the European countries, Russia and Ukraine considered the advocacy of human rights of the Russian and Turkmen people living in Turkmenistan as interference, then the Presidium of the Supreme Council of the Republic of Turkmenistan has decided to take responsibility to restore lawfulness by all acceptable means and bring back the democratic and civilized Republic of Turkmenistan.
Meanwhile, the Presidium of the Supreme Council of the Republic of Turkmenistan will continue to inform and cooperate with the media of Europe, Ukraine and Russia and explain that the declared actions and missions of the Presidium are the result of the disregard of the political situation in Turkmenistan by the above-mentioned states.
The Presidium of the Supreme Council of the Republic of Turkmenistan guarantee the adherence to all international and legal norms in future, if they do not work against the national interests of the people of Turkmenistan in terms of gas exploration and export, and also their good relations with neighbouring countries.
The Presidium of the Supreme Council of the Republic of Turkmenistan guarantee the personal safety of those members of the Committee of National Security and Military forces who, in view of their oath of allegiance to the regime, have participated in unlawful actions against their own population but have not spilt anyone”s blood.
Addressing to those officers and soldiers, the Presidium of the Supreme Council of the Republic of Turkmenistan would like to suggest:
To open borders and checkpoints and allow the return of the members of the Presidium of the Supreme Council of the Republic of Turkmenistan, the Shadow Cabinet of the Ministers and other parties in opposition in order to organize general elections and transfer of power to the newly legitimately elected civil government.
At the moment, the interests of the European community, Russian and Ukrainian authorities are contrasting, if not opposing, the ones of the Turkmen people.
Considering the circumstances, the Presidium of the Supreme Council of the Republic of Turkmenistan are calling for the return of the Turkmen people and the political opposition to Turkmenistan.
The Presidium of the Supreme Council of the Republic of Turkmenistan promote the civil rights and national interests of Turkmenistan and propose to take example of the Turkmen farmers (the Daikhan) and boycott all the actions and decrees of the military junta, who have committed the second coup in the modern history of Turkmenistan. It is important not only to boycott all the decisions of the puppet government brought by the junta, but also spread it from agricultural sector to the oil and gas industries, pumping and transporting the natural resources across the country.
The gas export as it is today, regardless of its price, inflicts huge losses on the national interests of the Republic of Turkmenistan. Only can the lawfully elected the Supreme Council of the Republic of Turkmenistan, the Turkmen government in emigration, guarantee the observance of mutual interests of national interests for both the Turkmen people and the consumers of Turkmen gas.
