Dear fellow citizens!
The Presidium of the Supreme Council of the Republic of Turkmenistan would like to address you because we are all the children of our common mother – our Motherland Turkmenistan.
Turkmenistan, has a real chance now to become a prosperous, democratic and lawful state.
It is at this time, after the death of S.A. Niyazov, when we have a possibility to change the tragic situation in Turkmenistan which has been the case for the last 17 years of Saparmurad Niyazov’s rule, and finally lead our people to the path of freedom, prosperity and recognition of human rights and individual freedoms.
We are appealing to You with the idea of national reconciliation and consolidation, since any further confrontation can only deepen a schism in the Turkmen society and lead to unforeseen consequences.
To hope for perpetuation of authoritarianism based on brutal force is futile. The critical mass of the dissatisfied has been formed – let us prevent it from developing into an active phase.
This might be the last chance for our country to escape from the political crisis without economic and political problems and without damage to the international image of Turkmenistan.
We would like to suggest negotiations between the Parliament and the Cabinet of Ministers of Turkmenistan on the one side and the free-thinking people and democratic organizations of Turkmenistan, who have been forced abroad, on the other side.
The main topic of the negotiations: – the structure, conditions and time framework for peaceful legalization of democratic mechanisms in Turkmenistan.

1) The allowance to free return to Turkmenistan for the representatives of the political opposition abroad
2) The amnesty for political prisoners
